Orange County Homeless: Key Statistical Insights

These data highlight the scale of homelessness in the County of Orange and the urgent need for mental health care, substance use treatment, and stable housing referrals.

Section 1 – Overall Homelessness

  • In the most recent Point‑in‑Time Count, over 7,000 people were experiencing homelessness in Orange County on a single night.

  • About 60% were unsheltered, living on the streets, in vehicles, or in places not meant for habitation.

  • Families with children, transition‑age youth, and older adults are all represented in these numbers.

Section 2 – Mental Health Needs

  • An estimated 1 in 3 people experiencing homelessness in Orange County report a serious mental health condition.

  • Many individuals face symptoms of depression, anxiety, PTSD, or other conditions that make it harder to stay housed and connected to care.

  • Limited access to consistent treatment and medication often leads to repeated crises and hospital visits.

Section 3 – Substance Use Disorders

  • Roughly 30–40% of people experiencing homelessness report a substance use disorder.

  • Substance use is often intertwined with trauma, chronic pain, and untreated mental health needs.

  • Without safe, low‑barrier treatment options, many remain stuck in a cycle of relapse, criminalization, and instability.

Section 4 – Housing & Referral Gaps

  • Affordable housing in Orange County remains scarce, with rents far outpacing local incomes.

  • Many people who qualify for housing or supportive services never receive a referral or lose contact before they can be placed.

  • Coordinated referrals to shelters, permanent supportive housing, and community‑based services are critical to ending homelessness one person at a time.
